The improvement of the operating efficiency of public hospitals has always been a key and difficult point in the administration of public hospitals.As a central city of Central China,Wuhan has witnessed rapid development of health care in recent years.It has certain representativeness and typicalness throughout the country.So it is necessary to know and understand the operating efficiency of its public hospitals.This article starts with the current situation of public hospitals in Wuhan,according to the "Hospital Management Evaluation Guide(2008 version)" promulgated by the former Ministry of Health,conducting current situation study of Ministry Affiliated Public Hospitals,Provincial Pubilc Hospitals,Municipal Public Hospitals and District Public Hospitals in Wuhan from the aspects of human resource allocation,medical service provision,physician work efficiency and utilization of beds.In the empirical research part,we using data envelopment analysis(DEA)method to evaluate operating efficiency of 36 public hospitals in Wuhan combined with data from field research of the research group,under classification of the Municipal&District Hospitals;Three-level&Two-level Hospitals;Comprehensive&Specialized(including Chinese Medicine Hospitals,Maternity and Children Care Hospitals),explored the efficiency of public hospitals operating effiency in different dimensions.The empirical research results show that at the hospital affiliation level,Municipal&District Hospitals get high scores and perform better in terms of technical efficiency,pure technical efficiency and scale efficiency.The two analysis models show that the average technical efficiency and scale efficiency of Municipal Hospitals are higher than that of Affiliated Hospitals,and the DEA efficiency of Municipal Hospitals is higher than that of Affiliated Hospitals,there is a large gap between them.At the hierarchy level,two analysis models showed that the average technical efficiency and pure technical efficiency of Secondary Hospitals in Wuhan are higher than those of Tertiary Hospitals.At the type level,two analysis models showed that the technical efficiency,pure technical efficiency,and scale efficiency mean value of Specialty Hospitals in Wuhan changed greatly,while Comprehensive Hospitals were relatively stable.In order to further improve the operating efficiency of public hospitals in Wuhan,this paper proposes a logical framework for improving the operational efficiency of Wuhan public hospitals from the aspects of technical efficiency,medical resource allocation,and policy guidance.At the technical efficiency level,technology and management concepts,human resource structure,and input-output efficiency are the starting points,and pure technical efficiency and scale efficiency are emphasized.At the level of medical resource allocation,Wuhan public hospitals are distinguished from administrative subordination,grades,and types,treated differently,and pay attention to the rational allocation of medical resources.At the policy guidance level,taking the reform of public hospitals as an opportunity to accelerate the modernization drive,and starting from the financial compensation mechanism,hospital scale standards,hierarchical diagnosis and treatment system.We believe it will provide institutional guarantees for the efficient operation of public hospitals in Wuhan.
