Planning And Control Of High-voltage Transmission Line Operation And Maintenance Projects

China holds the world's leading technology of ultra-high voltage power grid.With the increasing scale of power grid transmission line day by day,the pace of the mechanism reform in electricity power enterprises is accelerating.the operation and maintenance work of a reliable electric power transmission line is the key factor to safeguard the security and stability for the main power grid,but currently,the professional management of the electric power transmission enterprises in China,on the one hand,the strategy of cutting workers and increasing efficiency caused the aging phenomenon in the production front-line,and on the other hand,the era of Internet plus of big data forced the field work high above the ground,the main way of electric power transmission profession,has to face the increasingly perfect standards of informatization;the disadvantages of the traditional labor-intensive production mode is highlighted gradually.Currently,the coverage of high voltage main power grid in various provinces and cities in China is still expanding,and more and more large and new high-tech industries are depending on the high reliable power supply in urban public facilities.This means that power companies must have more information and respond quickly and handle it precisely.Therefore,the per capita work load of high-voltage transmission lines has skyrocketed.This paper selects the representative operation and maintenance team of the 500kV and 220kV electric power transmission network in Tianjin,takes the deployment of three types of human resources and the application of a variety of specific technologies as the research focus of planning and control,to guide the implementation of the project combined the work breakdown structure(WBS)with the key path method by defining the scope of the project through the transmission line accident risk analyses.In view of the project progress indicators and the professional quality indicators,this paper accomplishes the discussion of the the effect of the project management in the electric power transmission and maintenance working process,summarizes the failure and accident cases,and provides references for project optimization plans.It is proved to be effective for carrying out transmission and maintenance work through practice.Whether it is the improvement of patrol quality or the application of new technology,they are all the prerequisites for the personnel reduction in transmission professional,and the realization of management innovation.This study makes the transmission operations plan in the form of the project,which can greatly enhance the purpose for the team to deal with the cumbersome and lengthy field work,guide the managers to complete the deployment of human resources more conveniently,make the ideas of team internal communication and external coordination more clearly,so that the whole operational work produce better outcome.
