China’s power industry has developed rapidly.After more than 50 years of development,ultra-high voltage and ultra-high voltage transmission networks have been built.While making important contributions to the economic development of our country,safety accidents occurred in the course of power engineering construction have seriously damaged the construction benefits and personnel life safety.Xinjiang 750 k V ultra-high voltage transmission line is an important part of the implementation of superior resource conversion strategy in Xinjiang,and an important project of the State Grid Corporation of China to implement the "One Belt And One Road" strategy and the global energy Internet strategy in Xinjiang.In the construction stage of the project,there are higher requirements for risk management.In this paper,the representative Aksu-Bachu Ⅱ 750 k V transmission line project in Xinjiang region is selected to study the risk management problems in the process of project implementation.The main research contents and results are as follows:(1)The Delphi method was adopted to set up an expert group to conduct two rounds of identification of transmission line construction risks,and five first-level risk factors including environmental protection,progress,cost,quality and safety and 19 second-level risk factors were obtained.(2)According to the identified risk factors of transmission line engineering construction,the construction risk evaluation index system of transmission line engineering construction is constructed,and the relative weight of each evaluation index is processed.(3)In the transmission line engineering construction risk evaluation index system on the basis of the combination of the third round of the Delphi expert evaluation and the relative weight of each evaluation index,with the method of fuzzy comprehensive evaluation of two levels fuzzy comprehensive evaluation,evaluate the risk management levels in the transmission line engineering construction,and puts forward the construction of risk control strategy.In this paper,the construction risk index evaluation system of transmission line engineering is constructed,and the comprehensive analysis and evaluation method combining qualitative and quantitative analysis is adopted to objectively evaluate the construction risk of specific engineering projects,which provides reference for the construction management of similar power engineering.
