| The river administrator system originated from the cyanobacteria event in Jiangsu,Taihu Province in 2007.After that,the provinces and cities in China have followed suit,and achieved good results in practice.Premier Li Keqiang in 2017 government work report also stressed the need to fully implement the river administrator system.The river administrator system is a new local environmental policy system in China in recent ten years.In practice,The river administrator system can be divided into “official river administrator” and "folk river administrator".In this paper,the main object of discussion is the "official river administrator",that is,the main person in charge of the party and government at all levels of the river,is responsible for the area of river pollution control system.The basic idea is by all levels of Party and government is mainly responsible for classification as their respective area of river administrator,in the water pollution control planning under the guidance of the target decomposition,hierarchical transfer of water environmental governance,and through strict evaluation mechanism of rewards and accountability.Based on the concept of river administrator on the nature of the analysis and conclusion,based on the theory of the river administrator and realistic foundation are discussed,analyzed the river administrator before the birth of China’s water environment management system.Then,the paper analyzes the innovation of the river administrator in water environment management,watershed management and accountability system,combining with the local experience of river system.In the end,the author analyzes the power and accountability of the river administrator,and puts forward some suggestions. |
