A Study On Influencing Factors Of Organizational Decoupling Of River(Lake) Administrator System In Yunnan Province

With the transformation of the main social contradictions in China,people have higher requirements for the water environment.In response to the call to "fully establish River administrator system and lake administrator system by the end of 2018",governments at all levels have established River(Lake)administrator system.In 2017,Yunnan Province fully established the river(Lake)administrator system one year ahead of schedule,adding energy to the governance of the nine plateau lakes.However,the water quality of the nine plateau lakes is still not optimistic.Policy diffusion theory makes organizational decoupling a new research topic.By studying the influencing factors of organizational decoupling and proposing measures to enhance the effectiveness of government management,there are certain practical and theoretical significance.By reviewing and analyzing the existing studies,this study puts forward the research question of this paper: what are the influencing factors of organizational decoupling path in the implementation of the river(Lake)administrator system policy at the county(District,city)level in 21 of the nine plateau lakes in Yunnan Province? In the research stage,firstly,the influencing factor model is constructed through the combination of theory and reality;Secondly,obtain relevant data through various ways,such as information disclosure application,statistical yearbook access,official website retrieval,on-site interview and inquiry;Then,based on the qualitative comparative analysis method of fuzzy set,five configurations affecting the decoupling of the policy implementation organization of the nine plateau lakes(lakes)in Yunnan Province are analyzed;Finally,through the in-depth analysis of the five paths,this paper puts forward five paths to improve the governance efficiency of the river(Lake)administrator system at the county(district and city)level of the nine plateau lakes: first,adjust measures to local conditions and strengthen the self-construction of grass-roots areas;Second,financial support to ensure the capital investment in the implementation of the policy;Third,gather strength and strengthen the supervision and control of policy implementation;Fourth,apply both soft and hard to create a situation of coordinated governance;Fifth,improve rewards and punishments and stimulate the power of regional policy implementation.
