The Construction Of China's Environmental Police System

The most stringent environmental protection law was im plemented in January 1,2015.However the environmental illegality was still standing out in the past two years.The problems just like conflicting polic ies from different departments,poor environment supervision,using fines inst ead of m anagement,weak law enforce ment were still n ot settled effective.In order to deal with the severe situation of resource constraint,environmental pollution and ecosystem degradation,there were m any provinces and cities establishing environmental police.But because of the lack of the national top-level design,the function of the existing environmental police is limited.Combining with the investigation of the foreign environment police system and the domestic environmental police practice,this paper try to expound the concept and characteristics of the environmental police,analyze the necessity and feasibility of the construction of the environm ental police sy stem in our country,and put forward the construction principle that the environmental police system should abide by.This paper also put forward the legal ground,system pattern,responsibility range and system contents of the environmental police system in our country.The system contents include law enforcement procedure,troop construction,equipm ent safeguard,public participation,information disclosure and supervision,and legal liability.Through the establishment of the environmental police system and the regularized,professionalized,professional and technology-ba sed environment police force,the ability to prevent,detect and punish illegal activities that undermine environment and resources will be improved.
