PPP Environmental Protection Project Risk Management Research

In recent years,PPP models have been energetically carried out in China,and it has become an important method to alleviate local government debt,increase financing channels,and develop public welfare projects.Government departments at all levels vigorously promote the construction of PPP project under the guidance of the central government,signing of contract has achieved gratifying results and many projects are also put into operation.However,PPP project tends to have a long cooperation cycle and a huge amount of financing and faces with many recessive and dominant risks,while risk management is the key control point of the effective operation of the project.If the project financing risk management is not reasonable,the failure of the project will bring great losses to the parties.The contradiction between the rapid development of economy and environment disruption is becoming increasingly serious in the present.Although China's investment in environmental protection has been increasing year by year,the problem of environmental governance is still serious.In the upsurge of PPP model,all professions and trades solve the financing problem with private sector investment.In PPP projects of each industry classification,huge amount of financing,long cooperation cycle and other characteristics of PPP environmental protection project have been expressed more starkly,and enterprise project risk management is particularly important.In this paper,research background,research significance,literature review and research contents and methods have been introduced from the perspective of risk management of enterprise project;summarize the basic connotation and process of risk management,the connotation of PPP model and the related theoretical basis,which forms the theoretical support of the full text;combined with the particularity of PPP environmental protection project,implement risk identification and evaluation on PPP environmental protection project,discuss the principle of risk sharing and benefit distribution and summarize the choice of PPP environmental protection project risk management strategy;carry out analysis on PPP project of Xilang sewage plant in Guangzhou which is regarded as project case of successful PPP environmental protection,combined with case analysis on two failed PPP environmental protection project;analyze the process and problems of the risk management of PPP environmental protection project,and puts forward some reasonable suggestions from risk consciousness,risk management,system design and personnel training of enterprise;the last part is the summary and prospect of the article.
