Study On Financial Risk Management Of Environmental Protection PPP Project

The development of sewage treatment industry in China has been not optimistic.On the one hand,it is affected by the limitations of government funds,on the other hand,the supply system of sewage treatment services also has great limitations,which can not maximize the capacity and efficiency of sewage treatment services.With the development of social economy,people’s environmental awareness is also constantly strengthened.The state tries to implement and promote PPP model of sewage treatment.While solving the problem of insufficient government funds in the current development,it also realizes the dual of quality and efficiency of sewage treatment through the introduction of backward system reform by social capital.Improvement in aspects.Due to the lack of relevant experience in PPP project operation and insufficient theoretical support to provide guidance,there are many cases of PPP project failure in China,resulting in economic losses of the state and social capital.At present,urban construction occupies a very important position for China’s social and economic development,and even becomes the focus of China’s social and economic development in recent years.The state encourages the application of PPP mode in the process of urban infrastructure construction through a series of policy measures.At present,sewage treatment and highway construction are the most important aspects in the field of PPP mode.However,there is still an urgent problem to be solved when PPP model is applied to urban infrastructure construction,which is the control of financial risk.Based on this,this paper systematically analyzed the financial risk management problems of X sewage treatment PPP project,which provides some reference for the implementation of sewage treatment PPP project in China.This paper takes the PPP project of X sewage treatment as an example.On the basis of explaining the research background,content and significance,the related literature of financial risk management is sorted out in detail.According to the existing research,the concepts of PPP project and financial risk and the theory of financial risk management are explained,and then X sewage treatment project is elaborated in detail.On the basis of the present situation of financial risk management of sewage treatment PPP project,this paper synthetically uses expert opinion method to identify risks,forms a list of risk management,relying on this list and combining with system data,carries out qualitativeanalysis of risks,and then uses AHP analytic hierarchy process to carry out quantitative analysis of risks.After comprehensive evaluation calculus,the weight and ranking of each factor are obtained,and the rating report is formed.The risk assessment is carried out through the fuzzy comprehensive evaluation model.According to the rating report,the financial risk of PPP project for X sewage treatment is optimized,and various risk control and safeguard measures are worked out.Finally,the full text is summarized.The evaluation results show that the financial risk of X sewage treatment PPP project is between high and high,and it is necessary to take some preventive measures against the financial risk of X sewage treatment PPP project.From three aspects of financing risk management,investment risk management and operation risk management,this paper puts forward the financial risk control of X sewage treatment PPP project,in order to improve its risk prevention ability,while avoiding its own disadvantages,further exert its advantages,improve its market competitiveness,and can develop healthily,sustainably and steadily.
