Food safety has been the focus of people’s attention,and with the recent exposure of major food safety incidents at home and abroad gradually increased, more aroused attention and concern. Cooking oil, melamine, the plasticizing agent incident occurred, both reinforced the importance of food safety, but also shows China’s food safety supervision and management work is still obvious defects. Food production and processing link is the key link to determine the quality of food safety, to ensure that this link of food production safety is of positive significance to ensure food safety. So far, China has already begun in several urban food quality and safety supervision system, seek to maximize Integration of existing resources, so that the relevant government departments should take food safety regulatory system further implemented and reflected. Present for the quality of our food safety regulatory situation, taking into account the trend of China’s food regulatory system reform, focusing on the content of this research is: the production and processing of take the food safety supervision system as an example the case of a city, from the analysis of safety monitoring system for food production and processing problems and vulnerabilities, and the actual situation of the city, to find out the inspiration for production and processing of food safety supervision mechanism at this stage, according to China’s actual situation, make a few further strengthen China’s food effective strategies and measures for the production process of the safety supervision safety monitoring system to better ensure the production of safe food, but also conducive to effectively promote the food quality and safety supervision and management system.During the study paper achieved the following results:(1) The method used in this study include literature analysis, case studies, survey method. First, the existing literature on food production process safety regulatory issues at home and abroad to view and discuss in detail the contents and highlights, to find out favorable for this study, useful content, as a powerful data support; then using the case study method, to a city(a city), for example, analyze the effectiveness of their production process in the food safety regulatory system which made reforms and achieved, and to study the institutional reform after the country promoting viable nature, draw inspiration safety regulatory reform; third, the use of surveys, food production and processing in China’s major cities at the present stage of work safety supervision problems of field investigation and analysis, combined with a city food production and processing Enlightenment process safety supervision work brought results of effective measures to improve food production and processing safety supervision system, provide an inexhaustible motive force for the reform of food quality and safety supervision system, but also to provide protection for the country’s food security.(2) Not difficult to find through research, current issues of food safety supervision in the production process mainly in:(1) some companies lack safety consciousness responsibility,(2) production and processing of technical defects,(3) production and processing sectors supervision of a lack of adequate funding, limited accuracy(4) food safety testing,(5) enterprises lack long-term, comprehensive safety supervision mechanism;(6) food production and processing lax regulatory efforts; there is a missing(7) food production and processing regulatory environment.(3) Concludes that the main measures to improve the production process of food safety regulatory system include: fully understand the present stage of food safety regulatory system loopholes and other outstanding cases combined with inspiration for the food production process to bring the work safety supervision, from a focus on the main responsibility for food production enterprises, strengthen the food safety technology innovation to build risk early warning and emergency response mechanism system, sufficiently clear food regulatory work in government functions, improve food safety standards and safety monitoring system, speed up regulatory bodies team-building process, improve food safety inspection and monitoring capacity, introducing a hierarchical classification supervision system in food production and processing enterprises, to create a good food production and processing safety supervision ambience and other aspects, in order to build a sound, comprehensive food safety regulatory system for food safety in China contribute to the cause.
