Research On The Problem Of Food Production And Processing Safety

As old saying goes:“Food comes first to human, so does safety to food”. Recently,the food safety incidents have occurred one after another, leading to the food safetybecomes a complicate social problem in China today. Therefore, how to ensure thefood safety becomes a responsibility of the whole society. With the development ofthe economy food safety issues happen frequently, due to the serious shortage of su-pervision from the grassroots units as well as the government, making the marketregulation and the government supervision the failures in terms of the food safety. Inthe context of the advocate of the administrative simplification from the central gov-ernment, it’s inevitable for the government to change the single-model supervision.Based on the theory of polycentric governance, using the safety issues in foodproduction of Shishi as the research object, the paper analyzes the problems andcauses of the safety in food production of Shishi and points out the disadvantages ofsingle supervision from the government, with the literature research combined withthe case analysis methods. With the reference of the foreign advanced experience, thepaper goes for a further study of the administrative strategies of the safety in foodproduction in terms of polycentric governance. The paper poses the responsibility di-visions of the management authorities of the safety in food production by establishingthe basic principles of polycentric governance. It puts forward the specific and opera-ble countermeasures from four aspects, including intensifying the supervision respon-sibility of the safety in food production, improving the responsibility awareness of theenterprises, impelling the third party to get involved in the administration of the foodsafety, and setting up the security credit system of the food production enterprises.From a variety of new perspectives, the paper puts forward some countermeasuresof improving the administration of the safety in food production and Processing,which plays great role in improving the grassroots units’supervision of the foodsafety.
