Research On The Estimation Of Flight Delay Economic Losses And The Strategy For Control Losses

With the development of the economic, China’s civil aviation industry develops rapidly. Meanwhile, the number of flight delays is increasing. According to statistics, in 2011 and 2012, the average normal rate of airline flights were 77.2% and 74.83%, both were lower than 80%. Flight delays have a tremendous negative impact on the development of the civil aviation industry. On the one hand, airline flight delays cause huge economic losses. On the other hand, flight delays cause enormous social adverse effects, which is not conducive to long-term development of China’s civil aviation industry. Flight delays have caused widespread concern in the community. The governance of flight delays is imperative, and estimating flight delays economic loss is helpful to make decisions to govern flight delays. So before making decisions, the amount of economic loss of flight delays should be clear. Flight delays have caused losses of airlines, airports, passengers and air traffic control sector. The airline is the major provider of transport services, and the passenger is the major consumer, flight delays have the most direct impact on both of them. In view of this, the paper researches on flight delays economic loss calculation method and the control strategies for airlines and passengers.This paper used literature analysis, systems analysis, multivariate statistical methods, norms and case analysis combined with other methods. According to a logical thinking, the paper analyzed the influencing factors of flight delays economic losses systematically. And construct the flight delays economic loss estimation model. Then proposed control strategy of delay damages based on delay cost minimization.Firstly, the paper eviewed the existing research on flight delays economic loss estimates and loss control, then analyzed the status of flight delays and delays loss current situation.Secondly, on the basis of existing research results at home and abroad,stand in the position of airlines and passengers, the paper analyzed the affecting factors of flight delays economic loss, and on this basis, built a airline delays economic losses estimation model and delays economic loss estimation model for passenger.Again, this article used the above method to estimate the flight delays losses of five major airlines in our country.Finally, based on the clear flight delays economic losses, the paper proposed control strategies which can be taken by airlines and other sectors.
