Nowadays international competitions are increasingly intense. Chinese companies are facing lots of difficulty, such as the lack of core competence, the independent innovation ability is not strong enough, the decrease of the quality of the product and a decline in margins. In Europe, America, Japan and other countries contrast when the core competitiveness of Chinese enterprises come to realize that the product depends on the research and development ability of the enterprise. The R&D team as the basic unit of enterprise technology innovation, its operation and management become the focus of enterprise management. Based on the development background of the enterprise, this paper represented by H company,get their private network communication enterprise research and development team management problems and the reasons, and put forward the improvement plan.First, it introduced some backgrounds about H company, which are organization structure, R&D personnel composition, performance and output etc.Second, it analyzed some issues that may caused those difficulties, which are human resource structure, the configuration of the R&D team, research and development process, labor compensation and management benefit relevant data such as systems analysis, reveals the company research and development team management problems and reasons, put forward the necessity and feasibility of company management and R&D team design. Then problem for design the research and development team construction and management of improvement program,including research and development team to improve the design objectives,principles, procedures, and overall train of thought, research and development team member selection, team organization structure design, research and development process management, team motivation and incentive mechanism, team members and their growth plans, etc. The implementation of research and development team management guarantee measures are put forward.Through the analysis of the existing data, this paper identified the r&d team members of the organization structure design and selection, project manager of the team, team managers and professional and technical personnel specific duties and configuration, design pageant project staff at all levels and improve the principle.R&D team R&D process optimization design scheme is put forward.By defining different stages and different decision review point design, guarantee the effective implementation of the development process.Design research and development team and the R&D personal performance evaluation quantitativemechanism.Through different dimensions and weights design research and development team and team members performance evaluation mechanism, to change the original straightforward figures on subjective assessment methods for index quantification assessment mechanism.Design research and development team management scheme of safeguard measures, including company leadership emphasis on construction of the team;Through the design internal training mechanism, design staff career planning retain staff;Establish a multi-level communication and humanistic care mechanism scheme, etc.
