It's self-evident that green building shows vast advantages in the aspect of sustainable development, conforming to the trend of the development of the construction industry in the future. However some green buildings which have been put into use, cannot achieve such goals as energy saving and comfort, harming the interests of consumers, which has become the focus of social criticism and hindered green buildings' market promotion.This paper firstly deeply analyzes the status quo of green buildings' operation and corresponding security system, then lists causes behind unsatisfactory operation effect of green building. And in order to find out the point of penetration from so many relative factors, this paper compares factor analysis and system dynamics(SD) and finally SD is chosen to find out key factors, which put greatest impact on green buildings' operation. Next this paper establishes SD model for green buildings' operation effect. Two conclusions are given after the analysis of interaction between various factors belonging to this system.(1)to ensure the operation effect of green building and to maintain the long-term interests of consumers is vital to promote the development of green building market.(2) compared with efforts to decrease the incremental cost along with green building, optimizing the utilization structure of green technology is more able to achieve its incremental benefit. Compared with government's incentive policy such as the fiscal and taxation preferential policy, floor area ratio awards etc., sustained and effective restraint mechanism, either in nature of government or market, can be of better use.Next, based on Coase Theorem which defines clearly property right to solve economic externality, this paper builds a set of perfect operating system using both the market, an invisible hand, and the government, a visible hand, to make up the imperfection occurring in old security system. Thanks to the Insurance for Green Buildings' Operation, government, development enterprises, consumers, insurance companies, property management companies, intermediary service institutions and relevant principals' successful organic synthesis in together, complies with the trend of market-oriented reform in construction field in China. Based on Law of Large Numbers(LOLN), with the theory of system reliability, this paper decides premium rate. When determining the premium rate adjustment scheme, this paper adheres to bonus and forfeit and makes numerical simulation using the Monte Carlo method, subsequently. Results show that the premium rate interacts with and plays a positive role in improving the green buildings' operation effect.Maintaining benign operation of this insurance system, so as to promote operating result of green building, is totally a System Engineering. Besides the operating model designed out of the characteristics of this insurance itself, establishing and perfecting relevant laws and regulations, developing supporting technology and intermediary service institutions etc. are also needed to constrain and guide the development of this insurance.
