The Research On Optimization Of Inspection And Quaranrine Supervision System In Chinese(Shanghai) Free Trade Zone

With the China(Shanghai) Pilot Free Trade Zone, the fist free trade zone in China, set up, the transformation and upgrading of Chinese customs special supervision areas had entered a new historical stage. In the zero, financial and investment trade, service trade, goods trade has grown more and more diversification and liberalization. With the development of new formats, the simple superposition of the existing inspection and quarantine in the special supervision areas within the policy have not covered the actual supervision and service needs. Meanwhile, since the establishment of trade area was to expand the function of the government macro management, transfer the center of gravity will also push the inspection and quarantine must change management functions, the transfer of regulatory focus, study and establish a new inspection and quarantine supervision system to adapt to the rapid development of the test area.In this paper, we carried out the empirical study. We through the assessment of the supervision system of Inspection and Quarantine, analyzed the existing problems in the supervision system and its causes. At last, the author put forward to perfect the supervisory system of advice.
