Research On Regulation Ability Of Inspection And Quarantine In Dalian Based On Pilot Free Trade Zone

In 2013,the Pilot Free Trade Zone(FTZ) Strategy,known as "second reform and openingup strategy" was established.Since then,the idea of "promoting reform by development" has led to a comprehensive reform and innovation of government management, and has a profound impact on China Inspection and Quarantine(CIQ) work.Under the background of the construction of FTZ in Dalian,this paper discusses the path of improving the supervision ability of CIQ.It has certain practical significance for the positioning of CIQ supervision's focus, rationalizing the relationship between CIQ and the market and other issues.The main work of this paper is as follows:(1)To analyze the status of the demand of local foreign trade and the response of Dalian CIQ with PSR(pressure state response) model,the crux of ineffective response is found.(2)to chooses "Shanghai model" as studying object, adopts the comparative analysis method to makes a comprehensive analysis of the weak links and causes of the supervision ability of Dalian CIQ by establish the index system of three dimensions : motivation,organization culture and challenge,and clarifies the factors that can be effectively studied.(3)Based on above analysis,the paper puts forward suggestions for promotion of CIQ supervision ability from three aspects: effective response to foreign trade demand, innovative learning based on own conditions and sustainable innovation.The conclusions of this paper are as follows:(1)At present, Dalian CIQ supervision can not fully "respond" to foreign trade ' s demand,the main existing problems is that the "response" is not timely and effective.(2)The bottleneck is the lack of innovation ability.The key to solve the problems of "active and passive", "control and decentralization" is to enhance the innovation ability.(3)Dalian CIQ should learn innovative capacity-building experience from "Shanghai model",such as guide the innovation drive,establish a diversified organizational culture etc.
