ObjectiveThe study on clinical department performance is to discuss management of department performance by analyzing factors that influence department performance. Finally,a policy suggestion on further improving department management efficiency is put forward to enhance professionals working enthusiasm and the total achievements of a clinical department so as to increase the corefore for department competition. The conclusions also have model significance to clinical department of other public hospitals, which face the similar differenties.MethodsBased on performance management theories and advanced experience from national and international trials, the article discovered the main problems and reasons of the department in the performance management using investigation, discussion, expert consultion and material analysis and so on the methods.ResultsBased on the analysis of problems and reasons in existing performance management system, the procedure of constructing new performance management system based on the theory of Balanced Scorecard in department. Began from the construction of the system frame, the design divided the performance management system into four contents including indicators, communication, appraisal and applies revolving the decomposition of the strategic target. According to the implementation, it was divided into four procedures including planning, communicating, appraising and applying.ConclusionThrough the study I think that it is feasible to construct new department Performance management system based on department's situation and under the guidance of Performance management theory. It can be based on the strategic targets of departments, generalize the financial and non-financial indicators, measure the performance of department generally, so it is of most importance to amplify the development competence.
