Research On The Impact Of Forestry Industry On To Regional Economic Development

June25,2003, the CPC Central Committee, the State Council issued the decisionon the development of forestry, pushing the status and role of forestry to anunprecedented strategic height. As the main body of ecological construction and a basicindustry of the national economy, forestry ushered in an unprecedented developmentopportunity. With the ecological benefits, economic benefits and social benefits offorestry gradually been recognized, more scholars are concerned about the extent of thecontribution of forestry to regional economic development rate in the end, what kind ofdirection forestry should be working towards to better contribute to the development ofregional economy.This article first used the document analysis method, making a systematic reviewand analysis of the forestry industry development theory at home and abroad and thetheoretical practice of forestry contribution to regional economic growth. At the sametime, the overview of the study area was analyzed through field research. Collected andcollated2000-2010’s forestry output value, forestry investment, forestry tax of JiangxiProvince, as well as the country’s forestry output value, forestry investment andfinancial income data, statistics described the past10years’ industry structure,investment structure and tax structure of Jiangxi forestry industry. Data show thatJiangxi as the southern province of forestry, with rich forest resources, its forestryindustry’s position in the national forestry is escalating step by step. Industry internalremains the basis position of the forestry first industry, stable position of the forestrysecond industry and constantly strengthen position of the forestry tertiary industry. Onforestry investment, the phenomenon of stressing afforestation,overlooking forest industry, disappeared basically, more logging industry investmentcompleted by market. On the forestry tax, forestry Taxation of Jiangxi in2004started tokeep a steady upward trend in the absolute and relative amounts.Under the theory of industrial linkage, and based on the input-output table ofJiangxi province in2002and input-output table of Jiangxi province in2007, andusing intermediate demand rate, intermediate devoting rate, influence coefficient andsuch related indicated coefficients, the linkage effect of forestry of Jiangxi can beassessed, and industrial structure of forestry, together with the economic driving forcesto other industrial parts, can be analyzed. The results show as below. Expect the forestryof Jiangxi hasn’t avoided the reliance to raw material. The second industry of forestry has the stronger driving force to other national economic sectors. Although the drivingforce of third industry is under the national average level, it has certain potential. Expectthe cultivation of forest and the response of deforestation department are higher than thenational average level, other sectors of forestry are slower response to the nationaleconomic sectors.Jiangxi Province2000-2010data is collected and collated from the officialstatistical material and the data include forestry industry output value of JiangxiProvince, the number of forestry employee, the labor remuneration of the forestryindustry employee, tax revenues of forestry industry, the GDP of Jiangxi Province, thetotal employment of society, the total income of the residents, the total fiscal income.These eight categories of data is divided into four groups and then we can respectivelyestablish a regression model and analysis of the correlation impact of Jiangxi forestryoutput value on the province’s GDP, the correlation impact of the number of employeesof the forestry industry on the total employment of Jiangxi Province, the correlationimpact of Jiangxi forestry industry employing labor remuneration on the total income ofthe province’s residents as well as the correlation impact of tax revenues of the forestryindustry on Jiangxi province’s total fiscal revenue. The four indicators are used tomeasure compositely the contribution of forestry in Jiangxi Province to the growth ofthe regional economy. The conclusions show that the forestry output value has a highdegree of correlation with the province’s economic output value and the correlationcoefficient reaches0.6910762,that the impact of the number of employees in theforestry industry to the province’s total social employment is not significant, that thelabor remuneration of forestry industry employee has a high degree of correlation withthe total revenue of the province’s residents and the correlation coefficient reaches1.549116, that the tax revenues of forestry industry is highly correlated to the province’stotal fiscal revenue, the correlation coefficient is0.8204625. The comprehensiveevaluation is that the forestry industry has a certain contribution to the growth of Jiangxiregional economic.Based on the theory and the results of empirical analysis, we believe that targetedpolicy measures should be taken against the own structural features of the ForestryIndustry of Jiangxi Province: Firstly, it is necessary to fully tap the potential of theforestry industry, improve forestry property rights system and create a relaxedinvestment environment; Secondly, it should optimize the upgrading of industrialstructure of Jiangxi Province Forestry, emphasis on the development of the forestry secondary industry, consolidate the development of forestry tertiary industry which ledto forestry travel. To this end, it is recommended to build the forestry industry serviceplatform, strengthen the cooperation between the forestry and enterprises, play thepublic functions of government, and speed up the innovation of the forestry industrytechnology.
