Along with the development of market economy in our country, the comprehensive strength competition among various walks of life has become more and more intense, the professional technical personnel, who action as the main part of forestry trade, are the main force of forestry talent, and mainly grasp the forestry technology, and they are hard core to promote the advancement of forestry technology and enhance the core competitiveness of forestry industry. Whether the performance of forestry professional technical personnel is to be brought into full play is the crucial factor of restricting forestry trade to develop fast. Meanwhile, we find that there is not a set of scientific and reasonable performance appraisal system for forestry professional technical personnel in the forestry trade till now, through looking over large numbers of literature, to guide forestry related department to carry through performance appraisal. At the present time, the study on the construction of performance appraisal system for forestry professional technical personnel still has some vacancies. Therefore, construct a set of scientific and reasonable performance appraisal system, which provides certain reference function and value for the performance appraisal work of forestry professional technical personnel, and which can offer actual guidance to related department in forestry trade to implement performance appraisal of forestry professional technical staff.Based on the summary of the existing research achievements, this paper defines related conceptions of forestry professional technical personnel in forestry trade, introduces the working process and mode of performance appraisal of forestry professional technical personnel; analyzes the characteristics of forestry professional technical post, confirms appraisal content of forestry professional technical personnel, and constructs four kinds of performance appraisal index systems about professional technical personnel that correspond to forestry characteristic, they are forestry technology extension, tree seedling, afforestation and forest-managing, prevention, cure and quarantine of forest plant disease and insect pests professional technical personnel respectively. This paper uses the method of analytical hierarchy process (AHP) to set the index weight, and adopts multilevel fuzzy comprehensive evaluation method, quantitative sheet marking method and critical incident method that fit in with forestry professional technical personnel to carry through performance appraisal work. In the aspect of actual validation, this paper takes some professional technical personnel jia in the technology extension department of Xingtai Forestry Bureau for example, carries through the actual performance appraisal, and validates the appraisal system's maneuverability. Furthermore, in order to verify the rationality and satisfactory degree of the performance appraisal index systems, and according to the index systems that constructed, this paper makes an investigation and pays a second visit to the forestry professional technical personnel in the institutions of Xingtai Forestry Bureau, the result shows that nearly 80 percent are satisfied with the index systems, and put forward relevant questions and suggestions. Finally, this paper does useful researches and discussion on the analysis of appraisal result by using order-arranging in terms of the total score analysis method and coordinate graph analysis method, and makes researches on related questions of performance feedback and performance improvement.This paper puts forward a new train of thought of performance appraisal for forestry professional technical personnel. The possible innovations of this paper are as follows: First, based on the systematic generalization, investigation and interview, this paper analyzes the characteristics of forestry professional technical personnel, and constructs a set of performance appraisal system that corresponds to forestry characteristic; Second, this paper applies the appraisal system that established to forestry related department and thus verifies its maneuverability, and rationality and satisfactory degree of the performance appraisal index systems.
