The Chinese Provincial Economic Efficiency And The Analysis Of Spatial Spillover

Since the reform and opening up,China's rapid economic development,the annual average economic growth rate of more than 9%,to 2013 I GNP reached 56.6 trillion Yuan,1.6 trillion Yuan of industrial added value has become the second largest economy in the world.But for a long time due to China's economic growth is dependent on a large number of factors of investment,rapid economic growth led to the natural resources depletion,environmental pollution is becoming more and more serious,this to environment and resources cost inefficient extensive economic growth mode that China has made remarkable economic achievements,at the same time,also makes China paid a huge cost to the environment.Statistics show that in 2013 China's industrial wastewater,waste gas and solid waste emissions reached 209.8 tons,32.8 tons,6 billion 360 million cubic meters.The cost of resources and the environment of the economic development mode has seriously undermined the foundation of sustainable development in our country.The eighteenth session of the Fifth Plenary Session put forward our country must adhere to adhere to saving resources and protecting the environment as a basic national policy,adhere to sustainable development,accelerate the construction of resource-saving and environment-friendly society.Under the constraints of the environment,improve economic efficiency in China is helpful to implement the spirit of the Fifth Plenary Session of the eighth,to promote environmental protection,resource conservation,to maintain stable economic growth,accelerate the transformation of the mode of economic development,industrial structure optimization,in-depth implementation of the strategy of innovation driven development,further promoting the construction of ecological civilization,the formation of a new pattern of human and nature harmonious development of modernization.In regional economics,this study based on the spatial econometrics,in full consideration to the environmental factors that affect the economic development in our country's conditions,through the use of SBM model with the expected output respectively measure in various areas of our country traditional economic efficiency and the green economy efficiency analysis of the evolution trend,and through the global Moran's I index and local Moran's I study the effect of spatial correlation between regional economic efficiency,finally on the basis of the use of space Durbin econometric model,the efficiency of regional economy of our country's spatial spillover effect and its influencing factors were analyzed,and the research results show that the efficiency of China's regional economic distribution is extremely uneven,green economic efficiency,economic efficiency is significantly higher than traditional regional economic efficiency exists significant spatial spillover effects,human capital,the scientific research level,traffic density existed significant positive spillover effect of economic efficiency,industrial structure considering environmental constraints on the economic efficiency of spillover effects have a negative impact,area is urbanization rate in direct effect as the negative influence,direct effect for the positive influence on other aspects of government intervention as the negative influence,institutional factors and the degree of opening to the outside world results in is not statistically significant.
