The industry not only is the pillar industry of China's national economy,is an important energy industry, has an important influence on the economic development and people's daily life, but on the other hand, the industry is also a large number of consumption of resources, emissions of pollutants,a serious impact on the ecological environment. The increasingly serious environmental problems have made the governments at all levels put down the GDP doctrine and pay more attention to the coordinated development of the economy and the environment. However, under the influence of the performance appraisal system of GDP,some officials think that environmental regulation leads to the increase of enterprise cost and thus hinders the economic growth of the region. In this context, the spatial effect of scientific measure of industry in different regions of China green growth and efficiency analysis of environmental regulation, which can comprehensively understand the status quo of China's industrial growth rate of green, but also for the formulation of relevant environmental regulation policy, implementation of green industrial development to provide related basis.Based on the dual perspective of environmental protection and industrial development, this paper studies the efficiency of industrial green growth.Resource consumption and pollution emissions as input indicators, calculated using green industrial growth efficiency stochastic frontier model to Chinese 30 provinces,in the use of Moran's I index to test the spatial auto correlation,by Gene coefficient decomposition and kernel density estimation method of evolution differences on green industrial growth efficiency and dynamic space distribution the analysis. Finally, environmental regulation is divided into administrative, market and public participation. The due model is used to investigate the spillover effects of three environmental regulations on industrial green growth efficiency. The study found that the industrial green growth efficiency of the 30 provinces and regions in China was on the rise during the 2000-2014 year period. The overall spatial gap of industrial green growth efficiency has a downward trend in the fluctuation. The difference between the four regions is decreasing in a small fluctuation. The regional difference is the main source of the overall difference of China's industrial green growth efficiency. The green growth efficiency of industry shows a significant spatial spillover effect. The direct and indirect effects of administrative environmental regulation are significantly negative. The direct effect of market oriented environmental regulation is significantly negative, and the indirect effect is positively positive. The direct and indirect effects of public participation in environmental regulation are both positive. On the basis of the above analysis, this paper puts forward the corresponding countermeasures and suggestions on the environmental regulation system and the improvement of industrial green growth efficiency.
