Study On The Pricing Mechanism About Circulation Of The Right To Contractual Management Of Grassland In Dongwuzhumuqin Banner

The grassland is a foundation for herdsman to make a living and the most fundamental production factor for the animal husbandry. With the incessant acceleration of employment of overall urban-rural development, a large number of young herdsman chose to go into town to obtain employment, consequently, they cannot manage the grassland with concentrated attention, so the grassland was left uncultivated. To effectively make use of the grassland resource, the government of XilinGol League and Dongwuzhumuqin Banner introduced a set of specific policies and regulations to promote the circulation of the right to contractual management of grassland, meanwhile to ensure the interest of herdsman are not to be infringed during the circulation. During the circulation of the right to contractual management of grassland, the pricing mechanism of circulation of the right to contractual management of grassland hasn't yet been perfected, thus, this study established a logical relationship between the circulating price of the right to contractual management of grassland and the influencing factors through an analysis on the influencing factors of circulating price of the right to contractual management of grassland in order to provide a reference for the perfection of pricing mechanism of circulation of the right to contractual management of grassland.This study adopted a research method which combined the theory with practice and combined the quantitative analysis with qualitative analysis, Dongwuzhumuqin Banner was taken as the object of study to conduct a field questionnaire inquiry, the features of local circulation of the right to contractual management of grassland had been deeply understood, based on the qualitative analysis, the SPSS statistical software was used to conduct an analysis on the principal component and a multiple linear regression analysis.According to the data about each villages of Dongwuzhumuqin Banner and circulation of the right to contractual management of grassland from 2008 to 2014 being qualitatively analyzed and preprocessed, an index system of influencing factors of circulation of the right to contractual management of grassland had been established, firstly, the analysis on principal component was conducted, it can be known from the correlation coefficient matrix that, there was a great correlation between various influencing factors, the establishment of index system of influencing factors of circulation of the right to contractual management of grassland was reasonable; it was proved by the outcome from KMO and Bartlett test that, the factorial analysis can be done on the influencing factors being selected; Based on the extraction of principal component, it can be obtained that, the first three principal components were enough to cover the information of influencing factors; it was verified by the scree diagram that, it was reasonable to select three principal components; the formula model of principal componential analysis was determined on the basis of factor loading matrix, and the principal components were ranked; based on the contribution rate of factor rotation loading of the 1st, 2nd and 3rd principal components, it can be judged that, the influence of vegetation coverage, grazing capacity of grassland, precipitation and other factors on the price of circulation of the right to contractual management of grassland was greater than that of the basic factors of social and economic development on it.Secondly, the mean price of circulation of the right to contractual management of grassland and the price range of circulation of the right to contractual management of grassland in each villages were taken as dependent variable for the multiple linear stepwise regression analysis. The collinear factors were removed by the stepwise regression, it can be known based on the summary sheet of original model that, both models had a high degree of data fitting with their according data, which is suitable for the establishment of model. The regression model was respectively tested for its significance and regression coefficient to exclude the collinearity factors, and the residual error normality test and heteroscedasticity test had been conducted, finally, the model of price of circulation of the right to contractual management of grassland had been established, it can be known from the model that, the annual income per capita of herdsman, CPI of herdsman, yield of grass, precipitation, surface water and other things were the primary factors influencing the price of circulation of the right to contractual management of grassland.The main conclusions of this study include:(1) The number of herdsman household who participated in circulation of the right to contractual management of grassland of Dongwuzhumuqin Banner was great, and the circulation scale was becoming greater and greater, whose main problems were the simplistic circulation means, short deadline, of circulation and great regional difference in circulation price and unreasonable price and so on, which were very adverse to the effective utilization of grassland resource and protection of biological environment. (2) In the establishment of system of influencing factors of price of circulation of the right to contractual management of grassland of Dongwuzhumuqin Banner, the system of influencing factors of price of circulation of the right to contractual management of grassland had been established in the consideration of grassland -level evaluating factors combined with the features of price of circulation of the right to contractual management of grassland and through correlation analysis. (3) Through the principal componential analysis on the contribution rate of factor rotational loading, it can be judged that, the influence of vegetation coverage, grazing capacity of grassland, precipitation and other factors on the price of circulation of the right to contractual management of grassland was greater than that of the basic factors of social and economic development on it. (4) Through multiple regression analysis, the price model of grassland management right transfer was established CPI of herdsman, yield of grass, precipitation, surface water and other things were the primary factors influencing the price of circulation of the right to contractual management of grassland. Study of this research, not only had the system of influencing factors of price of circulation of the right to contractual management of grassland been clarified, had the pricing mechanism of circulation of the right to contractual management of grassland been determined.
