At the start of the year of2013, China Banking Regulatory Commission made a precise announcement that the mortgage business of rural land contractual management right can be implemented in some selected areas. The promotion of the mortgage business of rural land contractual management right can produce positive effect on helping rural household’s financing. Analyzing the factors that influence the rural household’s willingness to take part in this business is beneficial to its further development as well as the continuous perfection of its system.On the basis of analyzing the overseas and domestic research status, the writer concluded the current business conditions in business operation areas by using the examples of Tongxin model, Mingxi model and Faku model. Then, the writer conducted questionnaire in Changsha county to collect first-hand data and by analyzing the data, the writer found that the rural households in Changsha county has different levels of financing demands, however, because of lacking the effective collaterals, the rural household’s financing demands cannot be satisfied. After analyzing the samples’personal conditions, family economic characteristics, family risk bearing capacity as well as the farmland conditions, the writer used binary logistic regression model to obtain the factors that influence the rural household’s willingness to take part in the mortgage business of rural land contractual management right. The results shows that the influential factors are age, farmland facility conditions, per capita income as well as willingness of farming. Of them, family income has positive effect. On the contrary, the age, farmland facility conditions and the willingness of farming have negative effects. In the end, the paper offers some conductive suggestions for policy makers from the following aspects:how to improve the system of the mortgage business of rural land contractual management right; how to encourage rural households despite of whatever kinds of them to take part in this business mode; how to set up complete juristic guarantee system, social security system as well as the agricultural risk security system for the business mode, and how to build a complete market of the right to the contracted management of land circulation etc.
