Human resource is an important resource for enterprise control,it has important significance to the development of enterprise,at the present stage,the competition between enterprises is becoming more and more of the core competition of talent, and for the modern banking industry,with the times of knowledge economy,talent as the carrier of knowledge economy,has become the focus of the competition.The key to the success of enterprises is the people,the financial industry is no exception,the competition of the bank is the competition of the talents. With its strong financial strength,foreign banks throw high salary,high welfare,excellent working environment to attract talent. State-owned commercial banks can not match these conditions,resulting in the loss of a large number of senior managers and excellent talents. The commercial bank plays an important role in the national economic and social development,therefore, commercial banks need to reform,to establish a new human resources management system to adapt to social development and market competitions. Strengthen the human resource management laid the foundation for implement the talent strategy, retain talent,and the further expansion of business. How to optimize the human resources management structure,establish reasonable compensation system and incentive mechanism,is the core of human resource management. Implement scientific management methods,is an effective method to improve the staff's enthusiasm and loyalty.Since the Huaxia Bank was founded,a series of problems from its birth there, such as the business scope is limited,outlets layout,less difficulty of introduction of talent, lack of innovation and so on,but in the final analysis, these problems are the talent contest,to have a seat in talent competition,to break the bottleneck of development,Huaxia Bank should pay attention to the implementation of strategic human resources planning and management.This paper mainly discussed the human resources management problems of Huaxia Bank,made SWOT analysis,and make the analysis and design of human resource index system,meanwhile, making specifically performance management of human resources of Huaxia Bank with the balanced scorecard,in order to help Huaxia Bank have a seat in talent competition.
