The Balanced Scorecard (BSC) was invented in 1992 by Prof.Robert .S. Kaplan and Mr. David. R Norton. Nowadays, it has becomeone of the most widespread applied new management theories. In 2003,"Harvard Business Review" evaluated BSC as the greatest managementtheory for 75 years. But, the application and research about BSC is stillless in the domain of Human Resources Management (HRM).This thesis took the BSC as one kind of the enterprise HRMmanagement theory, attempted to construct a new HRM method on thebasis of the BSC linking the correlative HRM functions.The main results included: more creative indexes were refined fromevery angle of BSC to meet the needs by using the CFS and the KPI, itsimplified designing procedure while retained the BSC's advantage ofcomprehensive Measurement; established the performance appraisalindexes system on the base of the BSC for strengthening the execution and the controlling of the enterprise strategy, perfecting performancemanagement functions; synthesized each dimension's survey of the BSCand the skill score to entire performance appraisal which was linked withthe compensation management in effective method, and it would enhancestaffs incentive degree; established the HRM communication system toinsure the HRM system carrying out effectively on the basis of the BSC.
