With the transformation from planned economy to market economy and reform of telecom trade, the present human resource system, allocation system, staff system and salary system of Harbin Communication Corporation can hardly meet the need of market competition, and restrict Harbin Communication Corporation to realize the strategic target of reforming mechanism which is necessary for coming into the market. It is necessary to reform the human resource manage for Harbin Communication Corporation to keep away crisis, realize its strategic target and gain the advantage of competition.Considering its specific conditions, This paper focuses on the analysis of the company's human resources system and finds the existing structure defects from three aspects : the management organization structure , the remuneration package system and the performance evaluation system. To solve the existing problems , this paper redesigns the management organization structure; Based on the different means of evaluation, using post wage and incentive wage laws , this paper redesigns the company's remuneration package system after clarify the employees into two groups. Relay on the redesigned organization system, This paper also redesigns the company's performance evaluation system by using the Key Process Indication methods, the Balanced Scorecard .Referring to the modern manage, and use the favorable policy of reform, the paper brings forward a series feasible human resource manage measurements considering the operating conditions, political and cultural background, the staff bearing capacity . in order to ensure the realization of the strategic goal , improve enthusiasm of the staff , increase productivity and enhance the company's core competitiveness , which will finally make sure the achievement of the overall strategic objectives of the company .
