Now we are in the changing age. Someone says it is such a good age. However, someone says the age is so bad. Why? Because the age are filled with changes, which means great challenges and also great chances. Changes all around affect our study, working and life, alter the production and management of the companies and impact research methods and directions of theories. Many new things spring up. Accounting science is the same and the financial transformation is necessary.As the financial transformation becomes necessary, there appears many new financial management patterns in the practice of companies. The paper systematically review the theories and practice of FSS and discusses the necessity and feasibility of the building and then the continuous improvement of FSSC. The paper take the building and improvement of FSSC of Jiangsu Electric Power Company as an example to ask the questions that how companies design and build their FSSCs based on their own conditions and how companies which have had built FSSCs make the continuous improvement of their FSSCs to respond to the changing environment.
