The competition of the modern commerce is the competition of talents. How to make the effective use of human resource is crucial to the enterprises' economic benefit. As a new pillar industry, the logistics industry symbolizes the labor-intensive enterprises and the competition of human resource is especially important to it. A scientific and reasonable performance appraisal of human resource plays a key role to the sustainable development of the logistics enterprises. Generally speaking, the essential contents of the performance appraisal in the logistics enterprises include index evaluation, ability evaluation and quality assessment. The final aim of the performance appraisal is to inspect the employees' working quality, to improve the working method and to promote the working efficiency.Although there are many studies on the Performance Appraisal System in the logistics enterprises, how to effectively evaluate the employees spread across the country is a difficult issue to most of the logistics enterprises.The research aim of this study is to establish an effective Performance Appraisal System for company A. The paper has been divided into six parts. Firstly, the paper has stated the purpose and significance of applying an effective Performance Appraisal System, and then briefly reviewed the present situation of Performance Appraisal System at home and abroad which is used as the theoretic framework, and the research method is included. The basic situation of company A has been stated in detail, including the development of Performance Appraisal, Performance Appraisal System on middle-level cadres and front-line employees and a systemic analysis of the original Performance Appraisal. Two kinds of problems are found from the original Performance Appraisal, that is, the unscientific definition on index and unreasonable assessed subjects. Through the business process analysis and position analysis, a new Performance Appraisal System has been constructed with the combination of KPI examination and 360 degree Performance Appraisal. The new Performance Appraisal System has been applied after the test of reliability and validity and the feedback analysis has been conducted based on the operation in order to achieve the optimalization. The questionnaire and interview have been adopted in order to find out the employee satisfaction, which tries to construct the Performance Appraisal System suitable for the company A's strategic development.
