With the rapid development of the domestic telecommunications industry, the design and construction companies which a matching product sales related to and mainly on communications engineering design and construction management also have emerged in large numbers like mushroom. With the increase of this type establishments, the Competitiveness has become more increasingly. Human resources has been elevated to the height of the corporate strategy, and it is a key factors that modern enterprise to gain a competitive advantage. As an important part of human resource management, performance appraisal will help enterprises to advance their job performance in order to enhance the core competitiveness, as a modern enterprise management tools and instruments, moreover, it played a decisive role to achieve corporate strategic objectives. As a result, it has become a urgent problems of the current enterprise to establish a scientific performance appraisal system.In this thesis, according to performance appraisal system optimization design of Z communication Co., LTD as the research target, through the development process for performance appraisal and elaboration of relevant theory, it has taken analysis of three performance appraisal methods that applied more extensive,such as management by objectives, balanced scorecard and360-degree performance appraisal method. Then it has adopted study approach on a combination of theoretical and practical, carried out a systematic and comprehensive analysis of the condition of human resources and the approach of current performance appraisal, in addition, pointed out some problems in performance appraisal of Z communication Co., LTD, such as lack of effective systematic performance appraisal methods to grass-roots employee, single assessment targets of middle managers, short of employees’ satisfaction, lack of effective performance communication feedback and so on. Based on the actual situation of Z communication Co., LTD, through comparison of analysis by the three performance appraisal methods, management by objectives and job responsibilities has been adopted to derive the performance appraisal goals of all positions; In the meantime, through a truly and effective performance feedback mechanism that has been established, and performance results has been applied reasonably; Also safeguards has been proposed in implementation of performance appraisal system.The performance appraisal of Z communication Co., LTD is a process that according to resolve corporate strategic objectives ring upon ring and then transform into individual employees’performance objectives. Through the sustained communicate between the employees and department managers, clear and definite individual performance objectives and make sure the measure of employees’ achievements, in this way, affect the behavior of employees in the process. Furthermore, complete the departmental objectives to achieve corporate strategic objectives.
