In the operating management of state-owned enterprises, the chief and members are always carried on the performance appraisal. How to conduct the scientific, reasonable, objective and fair comprehensive evaluation to them, and guide the state-owned enterprises to sound development need to draw up a set of evaluative indicator system of performance appraisal which can judge the profitable ability of enterprise and operating quality of assets, diagnose the problems existing in the operating management of enterprise and lead to the right operation. This is not only an academic theoretical topic, but also a problem in the performance appraisal to state-owned enterprise's chief and members that needs to be solved by the person who gives money of the state-owned property. At present, the evaluative indicator system of performance appraisal to state-owned enterprise's chief and members in our city also exists disadvantages in using value pattern to administer enterprise, comparing competitor with model, and take classifiably stock of the chief and members. Then, to some extent, the performance appraisal can't reflect the creative value of chief and members in the enterprise.Through the aspects of the composition, established principle, selection in the evaluative indicator system of performance appraisal this article systematically analyses the evaluative indicator system of performance appraisal which set up the stated-owned enterprise's chief and members in Gui Yang, and firstly, put forward the usage of AHP, BSC, KTI, etc., based on the election of the evaluative indicator system of performance appraisal to the chief and members in Gui Yang's stated-owned enterprises.According to the principles of scientific direction, measurable manipulation, beneficial development and masses, only can the indicator system be set up. And pay attention to the orientation, representation, objection and fairness of the indicator. All of the above can overcome the conventional unhealthy phenomena of appraisal of the state-owned enterprise's chief and members in Gui Yang.
