Chinese institutions pension insurance is an important component of the whole social security system.Its reform and development is not only related to the realization of the right to old-age security problem,Moreover,from a certain sense,is also related to the basic pension insurance system of Chinese reform process and sustainable development.The theory and practical research on the development of pension insurance no doubt has a strong practical and theory value to social security Practice social security theory,and the building of pension insurance system of institutions.Pension insurance system in our country is in the trial operation stage,including problems:The scope of old-age insurance premiums paid and the collection base is not unified,enterprises and institutions of the pension insurance system does not converge,grading co-ordination,the ability to resist risk vulnerability.It has a direct impact on pension insurance of institutions and impede the smooth progress of the reform of the system.In the first part,this article introduce reform process of government organizations and institations since the founding of the pension insurance,more clearly presented to the readers of pension insurance reform and development thread.Followed by analysis of the second part,it has embarked on reform of pension insurance of institutions,for example:Guangdong province,and pointed out that the reform bring about the problems in existence.The proportion of base pay and the pay is not uniform;the pension insurance system of enterprises and institutions does not converge which impact mobility; Exacerbated by aging,old-age pension replacement rate is too high,the fund balance of payments difficulties;The proportion of old-age insurance fecs are not unificd,individual accounts run empty; Approval and payment of retirement pension is not in line,difficult in the transfer of follow-up. analyze the reasons for its existence:Security system is not sound policy,the policy does not cover the full;the original treatment of excessive pension insurance system of government organizations and institutions hinder reform;Constitute of a non-standard wages increased the difficulty of accounting for pension costs;Retirees over-reliance on the original units hindered the pace of reform of the pension insurance;the lack of adequate of the urgency of the reform.Expand sources of old-age insurance funds;New approach to new,old approach to elderly,transitional approach to go-between.system arrangements.In the third part,we have shown the status of pension insurance, analyzing the characteristics of the existing pension insurance.Providing the reform proposal and designe a reform program:Adhere to the design of many pillars of our country cndowment insurance model;Perfect full and personal accounts;improve the level of the pension insurance institutions.
