The competition in the future is ultimately the competition of talents.Aerospace industry,as one of the most challenging and widely innovation technology driven fields in the world,stress more than ever the importance of the personnel management and research team building.Therefore,it is of great significance to study the performance appraisal of scientific and technical personnel of research and development department in aerospace enterprises.As the work of the scientists and technicians in aerospace field is strong innovation,originality and results uncertainty involved,In another side,the results of the work represents team wisdom and labor.How to effectively assess the performance of scientific and technical personnel,elaborate their enthusiasm and innovation,has been the hot and difficult point of human resource management.Combining with the characteristics of scientific and technical personnel,this article analyzes the status and practical application scenario of the performance assessment in the Department A.deeply investigate the key problems and the root reasons of those problems,such as objectives are not clear,measuring standard is relatively low,feedback of performance is insu fficient,the performance appraisal and the salary correlation is weak,and so forth.Consider the relationship between the performance appraisal system and the organizational goals,establish efficient chimerism of the team performance and the individual performance.Eventually,shape the assessment index system for Department A.Then,we propose the implementation key points of emphasizing equity,expounds the organization mode and process of the performance appraisal demonstration,and improve the efficiency of the accumulation of daily material and statistical analysis by means of information assistance,and apply the data of performance assessment to further arrange salary reward and personnel training and the construction of talent team.In the end,the effect of the performance assessment optimization of the Department A is expounded,and the salary distribution mechanism is continuously optimized,and the enthusiasm and responsibility of the employees of research and development are widely stimulated.In the end,the effect of the performance assessment optimization of the Department A is expounded,and the salary distribution mechanism is continuously optimized,and the enthusiasm and responsibility of the employees of research and development are widely stimulated.
