From the perspective of business practice,performance appraisal occurs in threeaspects: One is the overall appraisal by the firm on its development and marketcompetitiveness,another is performance appraisal to the subordinate divisions orbusiness units,the last One is the regular appraisal of employee performance.Inrecent years,along with the economics development and market maturity, moreChinese enterprises pay attention to the introduction of modern management methodsand the establishment of human resource management system including employeeperformance appraisal.For the appraisal to the subordinate divisions or businessunits,traditional financial index is usually used which can only reflect the pastperformance and cannot estimate future development potentiality or support businessstrategy. With Huanxiling Engineering and Technology Services(HETS),a subordinatecompany of a large scale state owned enterprise in Liaoning province as thebackground,this article introduces the actual performance evaluation system ofHETS's main production units and functional departments and discusses the effectsand the imperfect aspects of the system.The thesis further puts forward an improvedscheme by introducing balanced Scorecard. The article is a diagnosis and analysis paper.It contains five parts.The first partintroduces the background of selecting this thesis, research method, relevant theoryand paper innovation;the second part is basic information of the enterprise;the thirdpart describes the current performance appraisal system;the fourth part focuses on theeffects and the existing problems,and the last part puts forward improved scheme onthe basis of introducing balanced scorecard.
