With the development of computer and information communication technology,our government started to transform into a "service-oriented" government.Government management has been gradually developing toward e-government,so that digital office can adapt to the requirements of the new era,and there is also a growing need for cross-departmental collaboration.However,the reality is that all levels of government departments work independently in the process of information construction.Different government agencies have established different e-government systems in different periods.There are differences in system architecture,operating platform and database structure,which is far from the requirement of openness and unity in e-government.Duplication of staff in dealing with government affairs appears in practice,offsetting the efficiency of the computerization of some government affairs.How to realize the data exchange among different heterogeneous systems of many government departments,and form a unified organic whole of each e-government platform through the data exchange system,achieving interoperability between multiple government departments requirements,so as to realize the sharing of information,avoiding the problem of repeatedly input is a practical problem to be solved urgently.Under the above background,this paper takes guangxi land tax administrative examination and approval matters,for example,based on the data exchange demand of local taxation management platform,committed to designing and implementing a data exchange system that based on J2 EE between the land tax and e-government,mainly includes the following contents:First,research data exchange platform in design and implementation of software technologies and models that may be used,including J2 EE related core technologies,XML technology,MVC mode,FTP communication technology,etc.Second,analyze software requirements in combination with the actual application environment,including functional requirements and non-functional requirements.Then,designing the data exchange system based on J2 EE,such as architecture design,module design,data transmission design,message format design and network topology design,etc.Third,through J2 EE and other related technologies,detailed design and coding the data exchange system.Data of administrative examination and approval are obtained from Guangxi Local Tax Golden Tax Phase III system by using timing task periodically or manually,encapsulated into XML format and sent to the data interface of examination and approval.Through a comprehensive tax control platform to inquire into the statistics of the administrative examination and approval data that have been sent,and to prepare the exchange of data on the administrative examination and approval items in accordance with the procedures for administrative examination and approval.At the same time,according to the Guangxi land tax administrative examination and approval process,through the comprehensive tax system platform of the land tax system,inquire the data of the administrative examination and approval,extract the data of the administrative examination and approval,and exchange the administrative examination and approval data through the data exchange interface and the Guangxi government service platform.Finally,realize the computerization and automation of the administrative examination and approval data exchange between the Guangxi land tax system and the general software of Guangxi government service business.Fourth,through the data exchange platform in different usage scenarios in the environment functional testing,the final conclusion,this paper studies the data exchange system on the function and performance are achieved the desired goal,meets the requirements of actual use.
