With the furthering reform of government system and the rapid development of government informationization construction, e-government construction has achieved prominent progress and accomplishments. During this period, almost every department has established related facilities corresponding to e-government application. However, influenced by China's systems with unrelated jurisdictions of central ministries and local governments, the established e-government applications are more used in some low-grade and simple parts such as transmitting messages and office automation. The problems are:the isolation of departments is very serious, trans-department application system designs become internal ones, relatively complete e-government systems have been isolated into single "chimney", the potential risk of isolated information island is bold, coordinating ability of the government has been pinned down greatly. Thus it can hardly provide seamless and integrated e-service for the public. Here, this passage will take Zaozhuang city of Shandong Province as a research unit which has designed and worked out an e-government Data Exchange System based on the basic statistical conditions of its major departments.The functions of Data Exchange System are to, combined with the overall process of the city's informationization construction, utilize informationization methods to enhance government management, promote the functional transformation and improve the efficiency and level of administration of the government, and also to establish financial and economic information shared-database through data exchange within the departments, to provide the major departments'financial and economic information to the Municipal Party Committee and the leaders so as to help them make the right decisions.This passage mainly describes the demand, design and realization process of the Data Exchange System. First, we conducted a demand research on data exchange patterns and demands in seven departments of Zaozhuang city and we obtained the demand information respectively. Then we analyzed the demand information by different categories and patterns and made it clear what kind of exchange patterns and demands were required by the exchange system. At last, we conducted functional designs and detailed designs for the office archives data, asi file data, excel form data and database data respectively. We also analyzed several data retrieval and transformation tools such as Infor EAI, Kettle, and Oracle ETL in the database data exchange design. We mainly focused on the Infor EAI and designed the data exchange arrangement files applied in the four parts between pre-machine and center-machine. The ending part of the passage describes the problems occurred in the realization process and some key ways of calculation.The system has finally realized the data exchange of file reports in the seven departments of Zaozhuang city. And it can be spread to other departments by system operation. It has also realized the data exchange using asi-pattern-file and excel-pattern-file as data carriers and made the same exchange in database by ETL tools. What's more, it has realized the net separating data's import and export by bridging tools.The running condition of this system has basically satisfied users'demand and realized the data exchange demand in Zaozhuang'major departments. It has classified, integrated, and collected all kinds of enterprises'basic data in different department systems and gathered them into the data center to form an enterprise-based central database. Thus, the system has enhanced the information sharing extent and facilitated the classification, analysis and utilization of the data so as to provide data basis for leader's efficient and correct decision-making.
