Since 21st century,Chinese hydropower enterprises have been working hard to improve IT construction.However,insufficient attention that has been paid to IT applications and operations,leads to insufficient application of Information Technology in many enterprises and gives inadequate play of IT's values.How to achieve efficient management on enterprises'information infrastructure and information system and give full play to Information Technology,has become one of the key factors for hydropower enterprises to compete in the fierce power market.This thesis aims at the problems existing in the application of hydropower enterprise informatization,comprehensively reviews the status of enterprise IT service management,completes the design of enterprise IT service management system,and completes the design and implementation of IT service management platform.The design of IT service management system is mainly based on the research on hydropower enterprises'demand for IT applications and the ITIL framework.It is also used the experience of enterprises'IT service management model in foreign countries and fully takes the consideration of companies'current condition.The design,including organizational structure,division of responsibility,management system and clear IT service working procedures,matches with IT service management system of domestic hydropower enterprises.The establishment of IT service management system shifts its internal IT management from being function-centered to being process-centered.It categorizes complicated IT management activities and searching for the core process to clarify the objectives,scopes,costs,steps,performance indicators and interrelations between procedures,to achieve the standardization of IT service management.IT service management system will give full play to the values of information resources,and transform IT department from cost center to service and revenue center,which is essential to companies.IT service management platform utilizes information technologies to further consolidate IT service activities and uses UML language for the design and JavaEE structure for the development.Basic functions of the system include management of events,service-requesting,problem,amendment,issuing,inspection,knowledge,evaluation and statistics analysis,so as to achieve the proposing,accepting,checking,solving,communicating and the closed-loop management of appraisals.On this basis,through the integration with the company's existing informatization resources,it has realized the expansion function:Firstly,through the integration with the IT monitoring system,the automatic early warning of important indexes of the information system and the server is realized;secondly,the knowledge base is established and IT is realized.Accumulation of service experience is precipitated;the third is through the integration with the mobile application platform to realize the mobile application of the IT service management business.This thesis introduces world-class ITIL methods to domestic hydropower enterprises,on the widely-used framework,to reanalyze and redesign the IT service management system from the perspective of strategies.It is a leapfrog attempt.IT service management platform can help to achieve the standardization and process management on IT service in hydropower enterprises and utilize IT service resources to give full play to information application and achieve higher efficiency with lower cost.The application of IT service management methods can also be promoted to other domestic hydropower enterprises accordingly.
