ITIL (IT Infrastructure Library), is widely used in the industry as the standards of a series of practical IT service management.It's regarded as the guide of best practices, includes how to manage the process description of IT infrastructure.The technology is used more efficiently by organization.The existing information resurces is enhanced more efficient.However, the survey data shows ITIL was used in few small and medium enterprises. It means ITIL only be used for the large enterprises IT Operation and maintenance management.The project and related management were introduced in this thesis.The IT operation and maintenance management is proved that it's belongs to IT project management. The concept and characteristics of ITIL was derived.The reason that low coverage of ITIL in small and medium enterprises is discussed.the example about how to find a suitable amendment ITIL model for the small and medium enterprises is given.The best practice frameworks and public framework is ITIL's most important features and the key to solve the problem. Specifically, ITIL is used for free.The service management methodology and application can be developed by any organization based on ITIL. ITIL not only comes from practice but also guide to practice. The various service management processes is listed.The "best" goals, activities, input and output, and the relationship in the various processes is contained it.But the daily operating activities didn't assigned. The point is making sure the process is achieve its functions in coordination with other processes. Different way can be used to to achieve these specific functions follow actual demand. The reason,research,research methods and research results were studied in this thesis. The principle of amendments is gived.These are the progressive implementation,focus on solving the most urgent issue and mix with the existing management method. In the last chapter, the example about the revised ITIL model is gived. It has been proved it's a successful practice.There are limits from study, research time, research and environmental constraints, the HITM is not unique and may not be the best, but has been proved that it is feasible. ITIL model can also be used in the small and medium enterprises.
