Failure management for instruments and equipment is essential to ensure the normal operation of enterprises and government departments.Equipment failures often cause great economic losses.Among all enterprises and government departments,the Bureau of Weights and Measures are the departments responsible for deciding the national measurement and standards.It has several special characteristics.On the one hand,the Bureau of Weights and Measures usually has more equipment.On the other hand,it is often more difficult to schedule the fixers and manage the equipment,because of the distribution of the Bureau.In order to solve the above difficulties,this paper presents the design and implementation of failure management system for instruments and equipment in Bureau of Weights and Measures.This paper first discusses and analyzes the background of the study.Then we introduce the organization structure and personnel structure of the Bureau of Weights and Measures.Based on the organization structure,we present the system design and database design accordingly.The system design and database design follow the principles of security,ease of use and so on.After system design and database design,we analyze and implement the entire system based on the knowledge of software engineering theory and programming language.The system is implemented by the framework of J2 EE.The architecture of the system is MVC.The system is built on the MySQL database.There are five modules in the failure management system.These modules are information management module,equipment maintenance module,failure discovery module,failure fixing module and statistics and reports generation module.The results of functional testing and performance testing show that this system has good usability.The system plays an important role in the failure management for instruments and equipment.The system is important in improving the working efficiency and increasing benefits for the related companies.
