April 2009, in China, the new long-awaited health care reform plan has come out, and the "universal health coverage" has become a major focus of media attention. In reality, the media reports guide people's attention and understanding to the field of the Chinese health care reform. Then, in 2009. after the health care reform has come out and the public welfare and government responsibility has been further defined, how did the local media in Anhui Province report the relevant information of the local "basic health care"? What kind of role did the local media play? Has the role of the local media simply been the policy advocacy or they provided a platform for exchanging between the public and the government?This thesis will choose the representative newspapers inside and between the provinces and look up the relevant news of the basic health care throughout the year 2009, in order to study how did the various newspapers in Anhui Province choose and pass the local "basic medical security" information, and made the public to understand through the media checking and agenda setting. This thesis tries to find out a way to improve the accuracy and service of the local newspapers when report the medical reform policies, expecting to provided useful experience and lessons to other local media.This thesis has the following parts:the first part summarizes the economic environment in Anhui Province and the current development of the basic medical security, sorts out the theory of journalism and communication which this study is based on, and defines the breakthrough point of this study; the second part compares the relevant reports of the basic medical security within Anhui Province, and summarizes the characteristics of these reports; the third part contrasts the relevant reports of the basic medical security within Anhui Province with the reports in other provinces and cities, combining the characteristics in the second part, to view the similarities and differences of this kind of reports in the evening papers and city dailies of different provinces and cities, and discusses the capacity of service and interpretability of relevant reports of the basic medical security within Anhui Province, according to comparison of the same or similar reports; the fourth part combines the first two parts'analysis in order to sum up and find out the factors influents the characteristics of relevant reports of the basic medical security within Anhui Province, and makes some suggestions to the same type of reports in the future.Current studies of medical reform reports often focus on media form of the doctor-patient relationship and the role of media in national policy discussions. Most researchers choose reports from newspapers which have national-wide influence as the subjects of study and focus on this kind of newspaper's role in influencing public opinion. In contrast, in different regions, provinces and cities, their pace of reform and behavior have regional differences. Studies on local media reports which take service as main task are rare. I hope through studying relevant reports of the basic medical security within Anhui Province, this thesis can provide practical experience for local media in practice, and inspiration in promoting medical reform process.
