| Basic Health Care Management Information System for urban and suburb employees (BHCMIS) is one of the most complicated e-government projects. First, the business operation process is complicated since it is highly relevant to the unstable policies and based on multi-bureaus business. Secondly, it requires real time operation while the business volume reaches as many as several millions. Thirdly, many management and technology factors are needed to be taken into consideration in the execution procedure. The last but not the least important thing is that China just begins to develop BHCMIS. So there is no fixed model for BHCMIS. And many cities have to explore their own construction of BHCMIS since policies and execution environment aren' t same in different areas. In a word, BHCMIS is not a pure technology project but a complicated project based on multi-bureaus corporation and management. Unfortunately, some cities just did it as simple as a pure technology project. So there are a lot of problems in this way which affects the execution of Health Care Mechanism.However, there are also some successful cases in the execution of BHCMIS. And the successful secret in these cases is almost the same. First, it is directed by government inforamtization department or some departments which are advanced in technology. Next, the operating mechanism is established which is advanced in management and technology. Then, the management standards for execution are set up. Finally, any relevant bureaus are well organized. And Guangzhou BHCMIS is one of the successful cases. Guangzhou BHCMIS began its construction in 2001. And in August, 2001, the Health Care Construction and Management Office (HCCMO) was founded which was the leading organization for BHCMIS execution and was constituted by Guangzhou Information Centre, Guangzhou Labor and Social Security Bureau and any other relevant organizations. After 4months of hard work, BHCMIS started to serve citizen in Jan 1st, 2002. Then BHCMIS was officially completed and accepted after a year of update, reconstruction and improvement. Now GZBHCMIS runs smoothly while the number of system functions is increasing as well as the number of people of joining the health care and pointing hospitals.The author took part in the GZBHCMIS construction as one of the members of HCCMO software group. And he got deep understanding of Health Care Policy, business Operation flow, BHCMIS frame and project management through this project. Based on his experience in GZBHCMIS, BHCMIS design methods and project management methods are discussed from management patterns of China Health Care Policies and project management prospective as well as based on the generalization of systematic analysis of other advanced technologies and management experiences in other areas. Then some common critical problems in execution of Health Care System and solutions are also released. This paper can be used as the reference for BHCIMS system execution. It is also recommended for other big informatization projects. |
