In recent years,with the continuous progress of information technology and network technology,the radio and television industry has entered a new era of reform,innovation and development.Radio and television organizations of production and broadcast began to carry out technological innovations and transformation,of which the main part is the upgrading of information systems contain hardware and software.For the technological innovation and specificity of this industry,projects alike get more risks and higher requirements.However,the risk management research and application about these projects is relatively rare,which makes it impossible to use the risk management theory to provide scientific decision-making and guarantee the completion of projects.In response to this problem,this article introduces the risk management theory into the upgrading project of the production and broadcast network information system.According to the risk management process,a plan was made firstly and then carrying out the corresponding process according to the plan.In the process of risk identification,brainstorming and scenario analysis are used to collect project risks in the early stage,and then on this basis,they are organized and summarized by the expert group.Four risk categories are identified as technical risks,organizational risks,implementation risks,and financial risk.Meanwhile the fishbone diagram is used to list the risk factors within the risk category,and obtain the risk set for analysis and evaluation.In the process of risk analysis and assessment,quantitative data of project are obtained by analytic hierarchy processing method and expert scoring method.Afterwards the project risk is sorted and calculate the weight by risk matrix and Borda ordinal valuing,to find the important risk factors in the upgrading project of the production and broadcast network information system and calculate the overall risk level.In the process of risk response,the identified risks are selected according to the degree of importance and the specific risk response plan is determined basing on the combination of the upgrading project of the production and broadcast network system and the actual condition of the production and broadcast network institution.In this article,the risk management theory is integrated with the upgrading project of the broadcasting and producing industry information system.Through the knowledge and methods of risk management,the identification,qualitative and quantitative analysis of the risk factors of the production and broadcast network information system upgrading project is realized.And the most important risk factors are identified: The new and old systems handover risk ranges first,following by the information system compatibility risk and the information system stability risk.Based on the identified problems,risk management strategies and specific programs are chosen,which stands for the completion of the entire process of risk management.The related evaluation conclusions and response plans obtained through this article have reduced the risk probability and risk impact of the actual project,promoted the scientific decision-making of the project,and contributed to the smooth development of the project.The risk management process and conclusions from this article can provide a wealth of risk management information and practical experience for a similar information system upgrading project in the radio and television industry.
