Design And Implementation Of A Local Taxation Bureau-oriented Financial Management System

Certificate-based complete reimbursement is the main financial management method for current local tax bureaus and the related financial management information systems are limited to bits of business.Lack of financial supervision functions,it’s difficult to help balance the dudget and recognize the unnecessary fiscal expenditure.In this background,this thesis studies the design and implementation of local tax bureaus-oriented financial management information system.Except for traditional basic business,the system designs financial supervision functions based on statistic analysis method.Firstly,the system provides budget warning service based on heuristic rules and doubt analysis based on SVM to recognize the unnecessary fiscal expenditure.The design and implementation of the above functions is a challenge to the future intelligent financial management system and provides a reference for other financial management systems.In the financial system needs analysis stage,the functional needs of the financial management system and requirements in detail modeling,in the functional requirements analysis,based on UML activity diagram to describe the system’s overall business process,and then the UML use case diagram activities based on system modeling,including business basic information management,document management,financial management and reporting,budget early warning and analysis of doubt.In the non-functional requirements analysis,the non-functional requirements of the system are given in the form of the index,and the non-functional requirements include three aspects: system performance,reliability and security.In this paper,based on the relational entity model modeling system data,in the design and implementation of the database using 12 C Oracle as the background database.In the design of the overall system architecture,system architecture,elaborated from 3 aspects: first,under the framework of B/S network deployment system are given;in the process of system development,using MVC development framework,the system interface,business logic and data layer;finally,gives the system’s function.System design and implementation,the project uses the J2 EE development environment,build MVC Structs2 development framework based on the specific functions of the system include: basic information management,document management,financial statements,budget early warning and analysis.Doubtful point analysis is carried out in the same class given financial activities under the premise of constructing feature vectors for SVM training,the training data set based training model based on the classification of unlabeled financial records,generated doubts,pushed to the financial regulators.Finally,the system has been tested in both function and performance perspectives.In the function test,the black box test method is used to test each function module,and then the performance of the system is tested by the stress test software.The test results show that the intelligent financial management system for administrative units developed in this paper can adapt to the needs of the financial management of administrative units now,significantly improve the efficiency of the office unit,the system to achieve the development goals.
