Fuel Purchasing Management is a complex process project,which is closely related to people’s livelihood and enterprise benefit.It is a goal to ensure the thermal power plant can purchase the lowest cost of fuel in time.lt is not only an important part of Normal operation of the enterprise,but also a strategic point that the enterprise control cost effectively.It is an effective way to improve the management level for developing fuel procurement management system.This article introduces the characteristics and present situation of fuel procurement management,analyzes the problems of the fuel management process and inspection.We develop a fuel management system of MVC framework based on C#for fuel procurement management business.In the process of fuel procurement management,it can achieve highly integrated information management through the supplier approval,tender bidding,monthly procurement plan,fuel contract,supplier evaluation and so on.Information technology can assist the staff to complete fuel management in all business,all kinds of fuel informations are collected and conserved.various fuel management caliber data and statistics have been forming.the scientific data provide evidence for fuel management departments,in order to improve the efficiency of fuel management.Firstly,we carry on the demand analysis,divide the system into function module such as supplier approval,tender bidding,monthly purchasing plan,fuel contract,supplier evaluation,etc.Secondly,according to the module,we design the function of each module.According to the business requirement,C#development technology,MVC framework and the electronic signature technology are used to develop the system module.The BizzTalk technology is used to the business data communications of each module or internal and external network.The system front desk adopts javascript framework of Jquery EasyUI framework,which based on jquery as the system UI display.The background database adopts the SQL Server2008R2 as the tool to store business information.Thirdly,each management module is designed in detail,also the overall function module chart of the system is designed.the specific implementation,the design of page and the core function of each business module are coded.Finally,the function test and general pressure test is carried out,it compares expected result and final result.The Management System is successfully deployed on the company’s internal Web server,User’s feedback show that the fuel procurement management system can basically complete the function of the design,and ensure the staff to complete the daily work of fuel procurement,and help fuel office staff and the enterprise’s leadership to complete the task of fuel procuremen.Meanwhile,it reduces the burden on the staff,so it can achieve the desired goall.The system can improve the efficiency,optimize process,raise the management level.Later we will expand and improve it from the special coal contract template and the capital settlement and payment,which are under the three level management system,etc.Because the diversity of procurement business and the volatility of procurement market,we can adjust the function of the system to increase its flexibility,the system will constantly optimize and upgrade in practice.
