Since the coal prices has remained at high level in recent years, power generating enterprises, especially coal-fired power generating enterprises face low profit rates. To reduce the cost of fuel becomes the key factor in sustainable development of power generating enterprises. Consequently, each power generating group attaches more and more importance to intensive management of fuel. The Group Fuel Management and Control System aims to research and develop a new generation of intensive management information system. It constructs a fuel management model of integration between power generating groups and grass- roots electric power plants in order to meet the fuel intensive management and control requirement of groups while there is undergoing a transition from the power generating enterprises to comprehensive energy groups. For power generating groups, with information management method, it can set fuel prices policies, contract templates, etc in the system in order to ensure the group fuel management policy to be implemented, improve fuel procurement price guidance, reduce the cost and standardize the management. For electric power plants, the system researches and develops following functionalities, i.e. Fuel Plans, Contract, Transfer, Discharging, Measurement and Acquisition, Coal Yard Management, Blending Combustion Management, Settlement, Financial Flows, Statistics and Economic Activity Analysis, etc, which cover all processes of fuel management in electric power plants.First this paper analyzes the background and significance of development of the Group Fuel Management and Control System, introduces current application status of fuel systems, and analyzes and designs the requirements of the system. It puts emphasis on analyzing and designing the Plan Management and Contract Management modules, and specifies the development and implementation of them in detail. Then the paper introduces the design and implementation of the system's technical framework, including the features of the framework. Meanwhile it focuses on the current application situation of OSGI framework, moreover standards and characteristics of the OSGI, etc. Next, it describes the deployment of system application and database. Finally there are summary and future prospects of the system in the paper. At present, the achievements in this paper are formally put into production. The system operates well in 108 organizations. This further proves that it is practical and reliable, with powerful functionalities and compact structure, easy to expand and maintain. In conclusion, it has a bright prospect of popularization and application.
