Research On The Livelihood Archives Legal System Construction In China

With the growing emphasis on the people's livelihood issues by the party and the state,the livelihood archives began to receive attention.As the real record of people's life,the livelihood archives are rich in content and varied in variety.In order to promote the safety of livelihood archives,realize the maximum value of livelihood archives,and promote the.orderly and standardization of people's livelihood archi-ves,we must step up the construction of livelihood archives policies and regul-ations,and put them into the path of legalization.In December 2007,the "Opinions on Strengthening the Livelihood Archives" issued by the State Archives also clearly stated that we should strengthen the establishment of regulations and systems of the livelihood archives,and gradually promote livelihood archives to a legal road.In recent years,livelihood archives policies and regulations have also been promulgated,which not only provides normative basis for livelihood archives management,but also provides necessary legal protection for people's livelihood work.This paper is divided into five parts to be discussed.The first part is an introduction,first of all,it introduces the research purpose and research significance of the livelihood archives legal construction in China;Then,it analyzes the current situation of legal system construction of livelihood archives at home and abroad;After that,the research content of this paper is pointed out,and the research methods and research ideas adopted in this paper are explained.In the end,the innovation and characteristics of this article are put forward.The second part is about the legal system of the livelihood archives overview.This part elaborates the concepts of livelihood archives,livelihood archives regulations and policies,and livelihood archives legal.Moreover,this section also gives the types of livelihood archives,the characteri-stics of livelihood archives regulations and policies,and the significance of the livelihood archives legal construction.The third part describes the status of the livelihood archives legal construction in China.This part mainly introduces the construction achievements of the livelihood archives policies and regulations in China,the law enforcement status,the publicity effect of people's livelihood archives and the law-abiding situation of people's livelihood archives.The fourth part is the analysis of the problems in the construction of the policies and regulations of the people's livelihood archives in China.During the livelihood archives legislation process in our country,the legislative level is low,the contents are not perfect,and there is a lack of unity with other relevant laws and regulations.During the law enforcement process of the livelihood archive,the law enforcement of the livelihood archives is not enough,and the supervision and inspection of the law enforcement is not strong.In recent years,despite the progress in popularizing laws and regulations of livelihood archives and policies,there still exist such problems as inadequate publicity and popularization of law and propaganda.In recent years,although livelihood archives policies and education of livelihood archives policies and regulations,the social public's consciousness of archival legal system has been improved.However,judging from the overall point of view,the legal consciousness of social archives is still weak,and there is a one-sided problem in archival management department.In view of the above problems of legislation,law enforcement,law popularization and law-abiding in the livelihood archives legal construction,the fifth sector puts forward suggestions to strengthen the construction of the legal system of the livelihood archives in China.On the livelihood archives legislation,the legislative level should be raised to enhance its authority.Besid-es,according to the needs and development of livelihood archives work to keep pace with the times,timely revision,but also to strengthen the cooperation with relevant subjects,in order to improve the unity between and other laws and regulat-ions,perfecting the system of archives laws and regulations.The problems existing in the livelihood archives law enforcement.There are two suggestions can be made.On the one hand,improving the law enforcement of the livelihood archives.On the other,establishing and perfecting the supervision mechanism of law enforcement inspection.In addition,livelihood archives popular-ization education needs to be strengthened.And we will improve the popularization of law popularization by improving the publicity and education system for livelihood archival law.Finally,in terms of law-abiding aspects of livelihood archives,we should improve the legal consciousness of archives and transform the concept of law-abiding administrative subjects.The sixth part is the conclusion,this part gives a brief summary of this article,and points out the shortcomings of this study.
