| Since the reform and opening up, with the continuous development and progress of the socio-economic, livelihood problems are increasingly in importance as the focus of social concern.2007 Report of the 17th Party Congress will be the people's livelihood chapter separately to emphasize the people's livelihood into an unprecedented level; Congress has also opened a chapter of political reporting arrangements on livelihood issues, innovation and social management of the first of its kind. The 17th Congress report pointed out:"based on economic development, we must pay more attention to social development to protect and improve the livelihood of the people, to make all the people have their rights of education, labor, gaining medical services, a sense of security and settlements, building of a harmonious society."A harmonious society is not any difference in the community, but this difference should be acceptable to most members of society. Seize the people's livelihood, that is, grasp the fundamental building of a harmonious society.In order to implement the livelihood policy of the Party and government, government departments at all levels combine livelihood problems with functions of their department. Livelihood archive is advanced in this context. It is the sector consensus to carry out the work of livelihood files. Looking at the current livelihood archives, we have got significant results, but there are some problems in the same time. How to appreciate the theory of livelihood more deeply become critical to solve these problems. This paper tries to interpret some knowledge of livelihood archives superficially, in order to be helpful to livelihood archives. This paper is divided into five parts to be discussed:Part I:Introduction. This part describes the origin of archival research and status of livelihood archives research. There are two main different viewpoints about livelihood archives. Some researchers that suggest the archives department should actively serve livelihood, have negative attitudes about the concept of livelihood concept. They think that livelihood archive is not new concept. The purpose to propose livelihood archives is to further point out the direction for livelihood archives. Other scholars, while strengthening the practice of livelihood archives, begin to study the content of livelihood archives, extension, types and the new ideas, new methods and new areas of livelihood archives construction. They have the opinion that the livelihood archive is the original certificate of people's legitimate interests, embodies the most concerned, the most direct and most practical interests of people.PartⅡ:Livelihood and the livelihood archives. In this part, author introduces the concept, specific content, meaning of livelihood and the livelihood files and the guiding principles for the practice of livelihood archives. The so-called livelihood mainly refers to people's basic survival and living conditions, as well as people's basic development opportunities, basic development skills and the protection situation of basic rights and so on. It is of important practical significance to solve the livelihood problems. How much the livelihood issues are resolved determines the degree of social progress and the rise and fall of the regime. Livelihood is sustainable development, while resolving the livelihood problem of the original, a new livelihood emerges. Livelihood file is the archive that preserved in the archives with significant value or potential values. The meaning and significance of put forward livelihood files is not only for file service innovations, but also the changes to practice theories of archives, indicating the archives field of work has been greatly expanded, signing a new direction for archives career. Conduct livelihood archives should adhere to the combination of inheritance with innovation, oriented by mass demand, ensured by law, rules, based on its rich collection of resource,with the to purpose of providing archives for use.PartⅢ:Status of livelihood archives. This part takes the archival practice of fenghua (Zhejiang province) and xiangfan (Hubei province) for example to illustrate the practice status of livelihood archives. While affirming the effectiveness of livelihood files, in this part author also points out that the problems existing in the current practice of livelihood archives.PartⅣ:The proposal to strengthen the practice of livelihood archive.
