The Application Of Metadata In The Overall Process Of Electronic Records Management

With the development of computer technology and network technique,the electronic records has come into being.Electronic records management activity runs throughout the process in archives at all levels,government agency,enterprise and public institution and other department in our society.In electronic environment,with the explosive growth of the quantity of electronic records,electronic records management faces these unprecedented challenges,especially the administrative electronic records.Metadata which roots in the field of the computer offers convenience for electronic records management.Under this background,the metadata would apply to electronic records management which has great research value to solve the problems of electronic records management.Electronic records metadata can record the characteristic of electronic records and its changed situation.That could reflect electronic records’ comprehensive,systematic and ordered information of content,construction,background.This paper conduct the research on metadata is used in the process of electronic records management,with revolving around electronic records’ whole process management and combining metadata’s correlate characteristic.This paper takes the administrative electronic records metadata as an example,with linking theory with practice,and expounds metadata’s function to electronic records management.This paper,combining macroscopic with microcosmic,starts the function of metadata to the practical utilization of metadata.From the structure of thesis,this paper mainly consists of five parts.The first part summarizes the study of metadata in domestic and overseas.The section of current situation at home mainly generalize and summary five parts of metadata’s hot research.Including:metadata concept introduction,metadata scheme,metadata management,metadata effect,metadata practice application.Current situation of overseas research mainly tease out the development history of metadata study and research hot spot in different times,which can provide inspiring and learning for the study of metadata in our country.The next part is the basic theory of electronic records metadata standardization,the background of this paper,it discusses the application of metadata in electronic records management.Therefore,this part introduces from concept definition,theoretical foundation and metadata standardization.And it can provide theoretical foundation for the following research.The part three will be discussed in detail in<Metadata standard for Administrative Electronic Records>(DA/T 46-2009).First,it introduces the metadata element in this project,summarizing the project’s characteristic and combining with the situation of our country.It concludes this project’s superiority,which could lay the foundation of the study malting for the next part.The forth part is also the main body in this paper.From the life cycle of electronic records,with the current relative national standard,it can divide metadata in electronic records management into six sections:capture and registration,classification and organization,identification and disposition,permanent storage,retrieval and utilization,authenticity guarantee.Starting from these six links,and separately beginning with three ways.First is necessity study.Next is metadata’s function in every link.Finally,it combines with<Metadata standard for Administrative Electronic Records>and itemizes every metadata’s function from above process of these six management steps.The fifth part is the end of this paper,which is the highly summarized about the application of metadata technology in administrative electronic records.This paper combines the practical significance and theory significance,choose to more typical administrative electronic records.In the hope that this paper will provide a new way for the metadata to be applied to the practical applications of administrative electronic records.This paper based on literature analysis,with method of comparative analysis.Under the background of metadata standardization,from the view of archival science,it would do research into the project of administrative electronic records management metadata and provide a new idea for electronic records management in our country.Metadata as foreign goods in archive science needs various talents’ hard-working in application of studying metadata in electronic records management.Especially,it dependents on technology support of computer science and improve the level of electronic records management to moving the process forward.
