Study On The Opening Of Active Records In The Process Of Administrative Information Public

Nowadays administrative informationization is an important measure for governments to be more creative and improve their service and it has been the same choice of many countries in the word. Administrative information public is one of the key systems to ensure administrative informationization, and the opening of active records has been a common way to realize administrative information public. In recent years, researchers pay much attention to the opening of active records, which is a complicated subject including theoretic and practical facets. In this paper, the author probes into this subject from three aspects: Firstly, analyzing the relation between administrative information public and the opening of active records and the meaning to open active records; Secondly, trying to use related theories to express the phenomenon of opening active records and discussing the system of opening active records, including basic conceptions, theoretic foundation and related law problem; Thirdly, expounding how to optimize the model of opening active records, including choosing the suitable agency to open active records, confirming the responsibility of the agency and the business process of opening active records. In addition, the author discusses two focal points of current opening active records service work, for example, establishing special system to guarantee the accumulation of active records and making active records service specialization.All in all, the author expects that the theoretic system and service model this paper provides can take into practice and prove to be useful, so that he could do a contribution for the development of archives career and administrative information public.
