Research On "National Reading" Pushed Forward By Government

In 2014,Premier Li Keqiang put forward for the first time the concept of advocating the“National Reading” in his Report on the Work of the Government of the year,while in March 2016 it was written into Report on the work of the Government for the third time on a row when NPC and CPPCC were held in Beijing.Nevertheless,the eighth item of the third section concerning the major tasks of 2017 in Report on the Work of the Government delivered by Premier Li Keqiang this year reads words like this: to push forward the National Reading and to enhance scientific knowledge dissemination.Within four years the wording has changed from “advocate” to “push forward”,suggesting that the undertakings of the National Reading have attracted more and more attention from the government.Through a case study of Suzhou launching Reading Festival for ten years,this paper,on the part of the government,reviews some local governments' experience with the promotion of the National Reading as well as the potential improvements yet to be made.It also contributes some views and advice to advancing this cause by referring to the classical cases and excellent examples at home or abroad and from the following perspectives: the establishment of the legal system,the public culture system,the public culture appraisal system,reading platforms as well as the coordination between the government and the society in many ways.
