The Design And Implementation Of Comparison System Of University Financial Data And Treasury Data

This paper analyzes the current situation of the fiscal and financial management at home and abroad,as well as the difficulties of fiscal and financial management and audit business requirements,on the basis of which the paper designs implements a comparing system between the university financial data and the Treasury data.This system is compatible with Tian Da Tian Cai Universities Financial Software,Green Fruit Educational Software and Puno Di Assets Integrated Management Platform.In addition,the application of technologies of Power Designer to design interface,the UML Diagram and the SQL server 2014,the system designs and implements comparison between the university financial data and the Treasury data through a third party's standard interface and matching platform for data exchange.The design and implementation of the system is accomplished by the following approaches:Firstly,from the development of more mature financial system and Treasury system,select the financial report and budget report,the Treasury budget report and budget report,monthly,quarterly,half annual reports and annual reports as the objective reports.Secondly,the data comparison is made with the use of association rules such as the subject code or subject name to establish the correlation between the data.Thirdly,to mine and analyze data,neural network,Decision Tree and FP Tree Algorithm,the K-Means Algorithm of data mining techniques are applied to create data comparison model and financial early warning model.Finally,according to the result of data comparison and characteristic vector and variance analysis,the system can find the main risk points to solve the problems of "two peels" between the financial sector and university budget,and the disconnection between university budget and financial accounts.This system can be used to implement dynamic supervision by the Financial Department;to strengthen financial and budget management by Financial Department in colleges and universities;to improve the audit efficiency of internal audit department and provide a powerful tool for the quality of audit work;to provide a reliable basis for the decision-making for leadership;to optimize the allocation of resources,improve the efficient use of funds to provide effective platform.The system can break the barrier of the digital informatization in each business unit,which can prevent delay in the process of finance management,the not standard operations made by the financial front desk,and the out of control operations made by financial backstage.
