Treasury concentrating collection and payment system plays a core role in the Golden Financing Program, and its main function is achieving the normalization, programming, network-rization and automation of the fiscal fund appropriate. The operation of treasury concentrating collecting and payment management information system reduces the middle links, accomplishes the goal of direct fiscal revenue and payment, avoids fund withholding and improves the government's ability of macro-regulation and the efficiency of resources allocation. However the extensively deepening of the modern information technology and the complication of the network extension make the operation of the system unsafe to a certain degree, which provides potential help for the lawbreaker to hold back the fiscal fund.On the basis of safety, this paper has done exploratory researches on the building and application of the system safety, and it includes the following main contents:1,The thesis explains the process of the fund payment of several sub-systems in details, namely the fund planning review controlling system,payment management system,procurement order system,budgeting implementation supervision system,general ledger system and budgeting implementation report analyzing system.2,It systematically elaborates the safety of the treasury concentrating collection and payment system, including: safety management system,data safety management system,virus prevention system,firewall system,data transfer encryption system, floating user and transverse network user safety management system,intervention inspection system and bug scanning system.3,This paper focuses on the research of certain critical safety management systems, including data safety management system,data transfer encryption system,secure electronic payment system,floating user and transverse network user safety management system. Among these systems, the user management system is the most important in the safety system. On the basis of the application features and safety needs of treasury concentrating payment management information system, we design the CA framework, establish an integrated CA attestation center, and achieve the respective operation authorities by using user cards, and than help the staff of the Finance Bureau to implement the certificate function of application, query, revocation and system management.The integration of the above safety management systems ensures the system safety and realizes the scientization and modernization of the fiscal fund appropriate process.
